NBPA’s David Kelly wants the second apron reworked or scrapped
Oct 14, 2026
The story
NBPA executive director David Kelly says reworking or eliminating the second tax apron will be a primary union goal in the next labor talks.
What Kelly said
“We’re not fans of the second apron, and we think that it’s having consequences that definitely go far beyond what we anticipated,” Kelly told Chris Mannix.
Business over basketball
Kelly’s main complaint is that the rules push teams into trades based on business decisions rather than basketball ones.
Homegrown stars
He said there should “100%” be cap exceptions that help teams keep players they drafted and developed.
A lockout isn’t ruled out
Kelly did not rule out a work stoppage, though he hopes to avoid one, and said the union is taking steps to be prepared.
The timeline
The current deal runs through 2029-30, but either side can opt out a year early by giving notice on or before Oct. 15, 2028.
